A2Dominion and Vanderbilt Strategic are consulting on plans for a residential development on land west of Hailey Road, North Witney.


The planning application for 110 houses was originally submitted in November 2019. In the light of comments made by various stakeholders, and in response to the initial consideration by West Oxfordshire District Council, the scheme has now been revised. 

The number of dwellings has been reduced to 106 and changes made to the layout to increase the area of public open space. 

The proposed housing mix has been altered to increase the percentage of affordable housing so that 49 of the dwellings of the 106 will be for affordable rent. 

As part of its consideration of the application the Council expressed concerns regarding potential environmental impacts related to traffic and air quality. 

We have therefore submitted an Environmental Statement to deal with these two issues.

An Environmental Statement has been submitted to:

West Oxfordshire District Council Elmfield New Yatt Road, Witney, OX28 1PB in support of a Full Planning Application submitted by A2Dominion Developments Limited for the construction of 106 dwellings, at Land West of Hailey Road, North Witney, Oxfordshire.

This Planning Application originally proposed 110 dwellings and was submitted in November 2019 and it has now been revised and these new plans are now submitted with the Environmental Statement.

A2Dominion is a residential property group with a strong social purpose, reinvesting 100% of its profits into building much-needed new homes and supporting local communities.

The proposal for land west of Hailey Road provides a wide range of homes, designed to reflect the local area. The proposal is for 106 new homes and includes apartments, two, three and four-bedroom homes, together with affordable housing. In addition to the new homes, there will be areas of public open space and a new children’s play area. Vehicle access will be from Hailey Road with additional pedestrian and cycle links through the site. Existing hedgerows will be retained and improved where possible, together with sensitive landscaping through the scheme.

As part of the wider housing allocation for the North Witney Strategic Development Area (SDA), these proposals will contribute towards a new primary school, the West End Link and the Northern Distributor Road.

We aim to create a carefully designed scheme that will provide a variety of new homes in North Witney, whilst integrating with the local community and respecting the edge of town setting.


The 3.3-hectare site forms part of the wider strategic housing allocation for the North Witney Strategic Development Area (SDA) in the West Oxfordshire Local Plan. It lies within the western most part of the SDA, with direct access to Hailey Road.

The wider allocation seeks to deliver approximately 1,400 new homes together with associated infrastructure including the West End Link, Northern Distributor Road and a new two-form entry primary school.

The proposals for this site will contribute towards the delivery of infrastructure within the SDA through a Section 106 Agreement to be agreed with West Oxfordshire District Council and Oxfordshire County Council.

Due to the size and scale of the wider allocation, the SDA will take time to complete and progressing this part of it earlier will help to ensure allocated housing sites are able to deliver housing throughout the duration of the Local Plan. 

Given the location of Witney Community Primary school and early iterations of how the wider SDA scheme will be developed, residential use only is considered appropriate on this part of the site.

The scheme has been designed to:

  • Provide a mix of private and affordable homes and apartments which respond to current market requirements and housing needs;
  • Provide high-quality new homes which are sympathetic to their surroundings;
  • Provide footpath and cycleway connections to integrate the development fully with the wider community;
  • Provide a new play area and other areas of landscaped open spaces;
  • Respect and enhance the existing setting of the site;
  • Ensure that vehicular access can be upgraded in the future to a roundabout which would provide a link to the proposed Northern Distributor Road.
